Police said a 40-year-old Atlantic City man was found passed out on Arctic Avenue wearing a bulletproof vest and was arrested after officers allegedly found two loaded handguns, marijuana and heroin in his bag. He was charged with multiple drug and weapons offenses.
A 40-year-old Atlantic City man was arrested after police said he was found passed out while wearing a bulletproof vest and carrying two loaded guns. Officer Kevin Perez found Taiwan West lying on his back in the 900 block of Arctic Avenue at 11:46 p.m. Friday, according to Sgt. Kevin Fair. When Perez tried to wake him and provide medical help, West became startled. Police said he appeared to be under the influence of alcohol or drugs, and an ambulance was called. At that point, Perez noticed a bulletproof vest under West’s shirt. According to police, West gave a false name and handed over two identification cards that did not belong to him. When Perez searched West’s bag, he allegedly found two loaded handguns, 15 grams of marijuana and more than seven grams of heroin. West was arrested and later positively identified. Police said he had a pending third-degree drug case connected to a group tied to drug-related deaths, although he had not been charged in any deaths. Court records also show he previously pleaded guilty in a 2016 drug distribution case. He was taken to AtlantiCare Regional Medical Center’s City Campus for medical clearance before being transported to the Atlantic County Justice Facility. Police charged West with two counts each of possession of a controlled dangerous substance, possession with intent to distribute, possession with intent to distribute in a school zone, possession with intent to distribute within 500 feet of a public zone, unlawful possession of a weapon, and certain person not to possess a weapon. He also was charged with one count each of possessing a weapon while committing a CDS offense and possession of drug paraphernalia.
