Affidavit: Victim was targeted in daylight shooting blocks from Atlantic City grade school

Atlantic City police arrested 19-year-old Ivan Tinitigan in connection with a Jan. 13 daytime shooting near Richmond Avenue School. According to a probable-cause affidavit obtained by BreakingAC, investigators believe the victim was specifically targeted. A second 19-year-old, Eliu Mejia of Pleasantville, was also arrested after police said he fled into a nearby convenience store and a handgun was found in a toilet tank. Authorities did not confirm whether that gun was used in the shooting.
An Atlantic City man charged in a shooting allegedly targeted his victim, according to information obtained by BreakingAC. Ivan Tinitigan, 19, was arrested Wednesday in connection with the Jan. 13 daylight shooting that put nearby Richmond Avenue School on lockdown. No motive was mentioned in the probable-cause affidavit provided to BreakingAC. According to the affidavit, Tinitigan was driving a black Mercedes and had a gun that day. The victim, whose name was not released, told police he was driving his sister to Island Gym on West End Avenue shortly before 2 p.m. Jan. 13 when he saw “Ivan” in a black Mercedes at a light near Albany Avenue. The victim told his sister that Ivan was following them and that “it was a problem” just before the shooting, the affidavit states. Investigators wrote that Tinitigan returned to his home on North Laclede Place with a woman, went inside, and came back out wearing different pants, which a detective theorized were more suitable for carrying a handgun. Surveillance video then tracked him heading toward the crime scene. The affidavit says Tinitigan was seen “acquiring his target” as he approached the victim. Authorities said there is audio and video of the shooting, and that he was seen looking toward the victim as he fled while clutching his right side in a manner consistent with concealing a firearm. Police said a retired officer witnessed the shooting from a nearby business and provided a description of the shooter and the direction he fled. Two spent shell casings were recovered outside Wally’s Barber Shop a short distance from the shooting scene. The investigation by the Violent Crimes Unit led police to identify Tinitigan, and officers were given a flyer with his information and a description of his car. At 7:46 p.m. Wednesday, Officers Bayron Zelaya-Chaves and Ivan Crus spotted the vehicle parked at Dover and Ventnor avenues, about a block from where the shooting happened. Three men were seen leaving a convenience store, including one the officers recognized as Tinitigan. Police stopped the car and found Tinitigan in the front passenger seat. He was arrested without incident. Police said the driver was Eliu Mejia, 19, of Pleasantville. Mejia ran into a convenience store in the 3900 block of Ventnor Avenue, within steps of the shooting scene. Sgt. Joshua Schwenger and Officer Dylan Imbrenda found him in the rear of the store, allegedly trying to hide. A handgun was recovered from the toilet tank of a small nearby bathroom. Authorities did not confirm whether that weapon was used in the Jan. 13 shooting. Tinitigan was charged with two counts of aggravated assault, aggravated assault with a deadly weapon, unlawful possession of a weapon, and possession of a weapon for an unlawful purpose. Mejia was charged with unlawful possession of a weapon, possession of a weapon for an unlawful purpose, and tampering with evidence. Both were being held in the Atlantic County Justice Facility pending detention hearings.
